In the coming post-Gaddafi era, Turkey may take an active role in the areas of basic services and economic development, suggested Britain's Department for International Development, in a new dossier for Libya's Transitional National Council (TNC). The comprehensive dossier contains proposals on how the TNC in Benghazi can implement government structures. The TNC received the dossier on Monday, and it will be discussed next month by the Libya "contact group," which is made up of the NATO nations involved in the Libya mission, Arab states, and international organizations.
