A draft road map which was prepared by Abdullah Ocalan, rebel leader of the terrorist PKK, was delivered to Peace and Democracy Party (BDP) headquarters on Monday by the Justice Ministry. Ocalan has penned the new road map which is publicly known as "the letter" and sent to the BDP along with three cover letters. In his letter, Ocalan said, "Regardless of the steps taken by the government, PKK members within Turkey will withdraw from the country. You will follow the process outside Turkey. The withdrawal should begin in spring and end in mid-summer. Security forces will not and should not intervene during the withdrawal." Underlining that the supra-identity of "Turkiyeli" (from Turkey) in the new constitution could suffice, Ocalan noted, "A constitutional and legal guarantee for democratization will render weapons unnecessary. Kurds will live in a democratic, egalitarian and libertarian society where no ethnic groups will exercise hegemony over another." The BDP is expected to take the draft letter to Europe and Qandil Mountain which will be delivered back to Ocalan via a "courier." The BDP will submit the joint drafts of Qandil and Europe to the National Intelligence Organization (MIT). Following Ocalan's review of the draft which will be transmitted to the island through MIT, a new BDP delegation will visit the island. This time the delegation which is expected to consist of BDP co-chairs will "officially" receive the road map from Ocalan and make it public.
